La diplomacia española intenta aplicar a la Cuba actual los mismos métodos que la diplomacia internacional aplicó a la dictadura del General Franco en su última etapa (1960-1975 aprox.), es decir, apoyar la auto-disolución del régimen y apostando por una transición dirigida “desde arriba”. Por lo tanto al Sr. Moratinos tampoco le interesa mucho ver a la disidencia cubana, como a los embajadores y cacilleres extranjeros no les interesaba ver a la oposición clandestina española en los años 70.
